Cleans up Vindicta's scope
Changes the vindicta scope crosshair texture, and moves the charge ring to the bottom left, out of the view. Added option to make the fully charged sniper sound louder. Found out that this changes the circular charge bar for grey talon's 2, as well as all instances where a circular charge bar is used. Unable to fix that, unfortunately.
